Oh, and I can't vouch for it... Never used it. I usually look at the film or vellum to see if I have too much ink going down.

try using Filter>Pixiate>Colour Halftone

Yes, you don't need a rip software for halftones. I can print nice halftones with a postscript printer. Phantasm is a plugin that works from a couple people I know, so maybe you want to check it out.
