How can I achieve a soft hand feel to my print when I'm printing white over a large surface area of a red garment?

    Discharge or water based inks.

if you are dead set on using plastisol you can get a thinner for it to increase the softhand feel.

    Water based all the way.

I have some finesse base, I just don't know how much to mix and what the coverage will be like. As far as water based, the problem I have with it is that it washes out after only a couple washes. Discharge would be the preferred route, but I don't have any on hand and I need to print asap. I guess I will mix some finesse base with the white and use a higher mesh screen and just print it 3 times.

Waterbased inks for apparel shouldn't wash out. They will fade over time as opposed to the cracking that you get with plastisol...but washing out should never happen when done properly.
